Waziri wa Afya,Maendeleo ya Jamii, Jinsia, Wazee na Watoto Mhe. Ummy Mwalimu akutana na ugeni kutoka WHO mapema leo katika ofisi ndogo za Wizara ya Afya jijini Dar es salaam,
Lengo la ugeni huo lilikuwa ni kujadili changamoto za Sekta ya Afya na namna ya kuimarisha Sekta hiyo nchini hususani katika kupunguza vifo vya mama na mtoto, namna ya kukabiliana na magonjwa ya mlipuko, ushirikiano katika huduma za kibigwa na suala la Bima ya Afya kwa wote.
Nae mwakilishi kutoka WHO Dkt. Adiele Onyeze ameishukuru Serikali ya Awamu ya tano kupitia Wizara ya Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto kwa juhudi wanazofanya za kuimarisha Sekta hiyo hasa katika mapambano ya kupunguza vifo vya mama na mtoto.

ILI kufikia katika uchumi wa kati kwakutumia sekta ya viwanda Serikali inatak iw a kujikita katika kuimarisha sekta ya afya kwa watanzania ili kuwa na rasilimali watu wenye afya njema kwa ajili yakuleta mafanikio hayo kupitia viwanda.
Hayo yamesemwa na Rais wa Jamhuri yaMuungano wa Tanzania Dkt. John Pombe Magufuli wakati wa uzinduzi wa magari 181ya kusambazia dawa uliofanyika leo katika Bohari Kuu ya Dawa ya Taifa (MSD) jijini Dar es salaam.
“Tunatakiwa kuwekeza kwenye uchumi wa Viwanda ili tufikie uchumi wa kati hivyo ni lazima tuwekeze kwenye sekta ya afya kwa kiwango kikubwa ili kuwa na wananchi wenye afya njema tayari kutumikia viwanda vyetu kwa muda wote” alisema Rais Magufuli.
Aidha Rais Magufuli amesema kuwa Tanzania inatakiwa kujijengea viwanda vya dawa na vifaa tiba hapa nchini ili fedha zinazotumika kununua bidhaa hizo nje ya nchi zirudi mikononi kwa watanzania wenyewe pamoja na kutoa ajira kupitia viwanda hivyo.
Mbali na hayo Rais Magufuli amesema kuwa katika kuimarisha Sekta ya afya Serikali imetenga shilingi Bilioni 269 za kununua dawa katika bajeti ya mwaka wa fedha 2017/2018 kutoka bilioni 31 katika bajeti ya fedha mwaka 2016/2017.
Kwa upande wake Waziri wa afya,Maendeleo ya Jamii,Jinsia,Wazee na Watoto Mhe. Ummy Mwalimu amesema kuwa katika kuimarisha Afya ya mama na Mtoto Serikali imepunguza vifo vitokanavyo na uzazi kwa asilimia 60 kutoka asilimia 20 ya upunguzaji wa vifo hivyo.
Aidha Waziri Ummy amesema kuwa fedha zilizotengwa kwa ajili ya dawa zina mawanyo ikiwemo asilimia 42 zahanati na vituo vya afya ,asilimia 16 zinatumika kwa chanjo za watoto ,asilimia 10.2 zianenda hospitali za wilaya ,asilimia 6.8 zinatumia hospitali za mikoa ,asilimia 3.4 zinaenda hospitali maalum na asilimia 3 zinatumika kwa ajili ya dawa za saratani.

ILI kufikia katika uchumi wa kati kwa

kuleta mafanikio hayo kupitia viwanda.
Hayo yamesemwa na Rais wa Jamhuri ya
Muungano wa Tanzania Dkt. John Pombe Magufuli wakati wa uzinduzi wa magari 181
ya kusambazia dawa uliofanyika leo katika Bohari Kuu ya Dawa ya Taifa (MSD)
jijini Dar es salaam.
“Tunatakiwa kuwekeza kwenye uchumi wa
Viwanda ili tufikie uchumi wa kati hivyo ni lazima tuwekeze kwenye sekta ya
afya kwa kiwango kikubwa ili kuwa na wananchi wenye afya njema tayari kutumikia
viwanda vyetu kwa muda wote” alisema Rais Magufuli.
Aidha Rais Magufuli amesema kuwa Tanzania
inatakiwa kujijengea viwanda vya dawa na vifaa tiba hapa nchini ili fedha
zinazotumika kununua bidhaa hizo nje ya nchi zirudi mikononi kwa watanzania
wenyewe pamoja na kutoa ajira kupitia viwanda hivyo.
Mbali na hayo Rais Magufuli amesema kuwa
katika kuimarisha Sekta ya afya Serikali imetenga shilingi Bilioni 269 za
kununua dawa katika bajeti ya mwaka wa fedha 2017/2018 kutoka bilioni 31 katika
bajeti ya fedha mwaka 2016/2017.
Kwa upande wake Waziri wa afya,Maendeleo
ya Jamii,Jinsia,Wazee na Watoto Mhe. Ummy Mwalimu amesema kuwa katika kuimarisha
Afya ya mama na Mtoto Serikali imepunguza vifo vitokanavyo na uzazi kwa
asilimia 60 kutoka asilimia 20 ya upunguzaji wa vifo hivyo.
Aidha Waziri Ummy amesema kuwa fedha

vituo vya afya ,asilimia 16 zinatumika kwa chanjo za watoto ,asilimia 10.2

asilimia 3 zinatumika kwa ajili ya dawa za saratani.
“Fedha hizo za dawa zipatazo Shilingi
Bilioni 269 asilimia kubwa zinaenda kwenye vijiji na kata pamoja na zahanati na
vituo vya afya na kufanya hali ya upatikanaji wa dawa kuwa juu mpaka kufikia
hivi sasa” alisema Waziri Ummy.
Waziri Ummy amesema kuwa licha ya kuwa
tu kuna upatikanaji dawa wa hali ya juu nchini lakini Serikali kupitia Wizara
ya Afya imetengeneza muongozo wa matibabu kwa ajili na kuwataka waganga wafawidhi wote nchini
kutumia muongozo huo ili kutoa matibabu sahihi kwa wagonjwa .
Kwa mujibu wa Waziri ummy amesema kuwa
katika kuimarisha sekta ya Afya nchini Serikali imejitahidi kuongeza huduma za
matibabu ya kibingwa kwani hivi sasa katika Hospitali ya Taifa ya Muhimbili
inapandikiza figo pamoja na vifaa vya usikivu kwa watoto ambapo imepelekea
kupunguza rufaa za nje na kuokoa fedha nyingi.
Naye Mkurugenzi wa Bohari Kuu ya Dawa ya
Taifa nchini (MSD) Bw. Laurean Bwanakunu amesema kuwa wanasambaza dawa za
shilingi bilioni 18 kila mwezi na lengo ni kufikia bilioni 21 kufika mwezi
julai mwaka huu.
Aidha Bw. Bwanakunu amesema kuwa mbali
na upatikanaji wa dawa kuongezeka lakini kuna chanagamoto za maoteo kutoka
ngazi ya zahanati kwani wanashindwa kujua mahitaji yao sahihi ya dawa
zinazohitajika kwa mwaka hivyo kufanya MSD kushindwa kupeleka dawa kwa wakati.
Samabamba na uzinduzi huo wa magari hayo 181 ya kusambazia dawa na vifaa tiba
hapa nchini yaliyotolewa kwa ushirikiano wa Seikali ya Tanzania pamoja na Mfuko
wa Dunia wa pamoja (Global Fund) pia Mhe. Rais Magufuli alipata kutembelea
maghala ya dawa yaliyopo MSD jijini Dar
es salaam.

SIKU YA KIFUA KIKUU DUNIANI (World TB Day) 24 March 2018
Kifua
Kikuu (TB) bado ni tatizo nchini kwetu. Jumla ya watu 160,000
wanakadiriwa kuwa na ugonjwa huu nchini Tanzania. Mwaka 2016, jumla ya
watu 65,908 waligundulika na kuwekwa kwenye matibabu ya TB. Asilimia 90
ya waliopata matibabu walipona kabisa.
Hata
hivyo, takwimu pia zinaonyesha kuwa, wagonjwa wapatao 94,000 (59%)
nchini hawakuweza kugundulika na hivyo kukosa kupewa matibabu ya TB. Na
hivyo kuweka hatarini maisha yao na ya watu wengine kwa kuwa ugonjwa huu
unaambukiza kwa njia ya hewa.
Katika
kuadhimisha Siku ya TB Duniani, natoa wito kwa kila mmoja wetu na jamii
kushiriki katika kutokomeza TB. Tunahitaji kumfikia kila mhitaji wa
huduma za kupima na matibabu ya TB popote Tanzania. Tuhimize watu wote
wenye dalili za TB kwenda kwenye Vituo vya kutolea huduma za afya kwa
ajili ya kupima TB na kupata matibabu. Dalili za TB ni pamoja na kukohoa
zaidi ya wiki 2, homa ya zaidi ya wiki 2, kutoka jasho sana, kupungua
uzito na kukosa hamu ya kula. TB inatibika na kupona kabisa, dawa za TB
zinatolewa bila malipo.

Kifua Kikuu (TB) ni ugonjwa wa kuambukiza unaoongoza kwa kusababisha
vifo vingi Duniani. Ugonjwa huu unaambukiza kwa njia ya hewa.
#
Kwa mujibu wa takwimu za Shirika la Afya Duniani(WHO) inakadiriwa kuwa
zaidi ya watu milioni 10.4 huugua Kifua Kikuu kila mwaka Duniani na
Milioni Moja kati ya hao ni watoto wenye umri chini ya miaka 15.
# Nchini Tanzania kila mwaka jumla ya watu 160,000 wanakadiriwa kuwa na ugonjwa wa Kifua Kikuu.
#
Kwa mwaka 2016 jumla ya watu 65,908 waligundulika na kuwekwa kwenye
matibabu ya kifua kikuu. Asilimia 90 ya waliopata matibabu ya TB
wamepona kabisa. Hata hivyo, takwimu pia zinaonyesha kuwa, wagonjwa
wapatao 94,000 (59%) nchini Tanzania hawakuweza kugundulika na hivyo
kukosa kupewa matibabu ya TB.

Nitoe wito kwa viongozi wa ngazi zote kuifanya vita dhidi ya TB kuwa
agenda muhimu na ya kipaumbele. Wakati ni sasa!Viongozi wenzangu wa
kisiasa, taasisi na kijamii yatupasa kuyasimamia mapambano haya na kuwa
mstari wa mbele ili kuleta mabadiliko na tija katika vita hii na
kulielekeza taifa letu katika hatua ya kutokomeza TB.

Napenda kuwakumbusha watanzania kuwa *TB inatibika na kupona kabisa,
dawa zake zinatolewa bure na zinapatikana sehemu zote nchini katika
vituo vya Umma na Binafsi.*
#
Serikali itaendelea kuchukua hatua mbalimbali kukabiliana na tatizo la
Kifua Kikuu nchini ikiwemo kuimarisha Huduma za uchunguzi na ugunduzi wa
Kifua Kikuu katika Vituo vya Afya. Katika kupambana na TB, Serikali ya
Awamu ya 5 inayoongozwa na Mhe Rais, Dr John Pombe Magufuli imefanya
yafuatayo:-
i. Kuboresha
Mfumo wa uchunguzi na ugunduzi wa TB katika vituo vyetu “Quality
Improvement in TB case detection” ili kuhakikisha kila mgonjwa au mtu
anayefika katika kituo cha huduma kupata matibabu yoyote anafanyiwa
uchunguzi ili kubaini kama ana TB au la.
Kwa
mwaka 2017 tulianza kutumia mfumo huu mpya katika mikoa 16 ambapo
karibu yote imepata ongezeko katika uibuaji wa wagonjwa wa TB kati ya
asilimia 13 hadi 42. Ongezeko hili limetuwezesha kufikia wagonjwa wapya
wa TB wapatao 69,819 mwaka 2017 ikilinganishwa na 62,180 mwaka 2015.
ii.
Huduma ya ugunduzi wa TB kwa kupima makohozi imeboreshwa na kuanza
kutumia teknolojia mpya ya gene-Xpert badala ya hadubini. Mashine hii
sasa (Gene-Xpert) ndiyo kipimo cha awali cha kuchunguza makohozi ya
wahisiwa wote wa TB.
Wizara
imeweza kuongeza mashine hizi kutoka mashine 66 mwaka 2014 hadi kufikia
189 mwezi Machi, 2018. Teknolojia ya mashine hizi inatuwezesha kupata
majibu ndani ya masaa 2 badala ya kusubiri kwa zaidi ya masaa 24 kama
ilivyo kwa njia za kawaida za hadubini. Mashine hizi pia zina uwezo wa
kupima usugu wa dawa za TB wakati huo huo wa ugunduzi wa vimelea vya TB;
na hivyo kugundua TB sugu kwa urahisi zaidi. Mashine hizi zimesambazwa
kwenye hospitali zote za rufaa za kanda, mikoa, wilaya na baadhi ya
vituo vikubwa vya afya.
Napenda kusisitiza na
kuvitaka vituo vyote ambavyo vimepata teknolojia hii vitumie njia hii ya
gene-Xpert kupima makohozi ya wahisiwa wote wa TB na siyo hadubini kama
ilivyozoeleka. *Huduma za kupima TB kwa kutumia gene-Xpert ni bure*
Wiki
hii, ikiwa ni mojawapo ya shughuli ya maadhimisho haya, tumetoa mashine
za gene-Xpert tano (5) kwa hospitali binafsi za jijini Dar es Salaam
ili kudhihirisha nia ya serikali ya kutaka kila mtoa huduma kushiriki
kikamilifu na kumfikia kila Mtanzania mwenye uhitaji wa huduma za TB.
Hospitali hizi ni Aga khan, Kairuki, Regency Medical center, TMJ na
Hindul Mandal. Mashine hizi tulizotoa kila moja ina thamani ya Tshs.

iii. Tarehe 20
March 2018, Serikali imezindua dawa mpya za TB za watoto ili kuhakikisha
tunakidhi matakwa ya shirika la Afya Duniani (WHO) yaliyotolewa mwaka
2017 kwa nchi wanachama. Dawa hizi mpya za watoto ni za mseto (RHZ/RH)
ulioboreshwa, zina ladha nzuri ya matunda, zinayeyuka kwa urahisi
zikiwekwa kwenye maji na hivyo hazihitaji kukatwa katwa ili kupata dozi
sahihi.
iv. Mwaka 2017
tulikamilisha tahmini ya awali ya hali ya TB mashuleni, na kubaini ya
kuwa kuna idadi kubwa ya wanafunzi wanaougua TB na Wizara yangu
ikishirikiana na OR-TAMISEMI na Wizara ya Elimu tulitoa maagizo kwa
ma-Katibu Tawala wa mikoa kuhakikisha wanafunzi wote hasa wa Shule za
Bweni wanachunguzwa TB kabla ya kuanza shule. Nichukue fursa hii pia,
kurudia kuwaagiza waganga wafawidhi wote wa hospitali na vituo vya
huduma kuhakikisha watoto wote wanaoanza shule za Bweni wafanyiwa
uchunguzi wa TB kikamilifu kabla ya kuanza masomo hasa wale wa shule za
bweni. Ni marufuku kujaza fomu za uchunguzi wa Afya tu bila kumpima
mwanafunzi husika, hii ni kuliangamiza taifa kwa makusudi na uzembe
ambao hauwezi kuendelea kuvumiliwa.
v.
Ushirikishwaji wa sekta binafsi katika kuibua wagonjwa wa TB umeonyesha
ongezeko katika miaka ya hivi karibuni. Kwa mwaka 2017, takribani
wagonjwa 7,281 ambao ni sawa na 10.4% waligunduliwa na sekta binafsi
ikilinganishwa na wagonjwa 3,476 ( 5.5%) mnamo mwaka 2014.
vi.
Serikali na wadau mbali mbali tunaendelea na utekelezaji wa kampeni za
uhamasishaji na upimaji wa wananchi katika maeneo ya migodi, makazi duni
kwenye miji mikubwa, magerezani na shule za bweni.
vii.
Kwa kuzingatia kwamba wahisiwa wengi wa kifua kikuu hutafuta huduma za
afya kwa waganga wa jadi, serikali imejipanga mwaka huu wa fedha kujenga
uwezo kwa waganga hao ili watambue mapema na kuwapa rufaa wahisiwa wote
wa kifua kikuu wanaofika kwenye maeneo yao. Ushirikishwaji huu
utafanyika katika wilaya zote katika mikoa ya Simiyu, Mara, Tanga,
Shinyanga, Mbeya, Kagera, Dodoma na Ruvuma.
viii.
Ugatuzi wa huduma za Kifua kikuu sugu unaendelea na hadi kufikia
Februari 2018, vituo 60 vinatoa matibabu haya ikilingalishwa na kituo
kimoja cha hospitali ya Kibong’oto (Kilimanjaro) miaka mitatu iliyopita.
Mafanikio haya yamewawezesha wagonjwa wa TB sugu kutibiwa katika
hospitali karibu wakitokea majumbani kwao badala ya Kibong’oto wilayani
Siha, Kilimanjaro ambako pia walikuwa wanakaa kwa muda mrefu.

Bado kuna changamoto ambazo zinatukabili katika kukabiliana na TB kama
vile Idadi kubwa ya watu wenye TB kutoweza kufikiwa na kuwekwa kwenye
matibabu kila mwaka, Wagonjwa wa TB kuchelewa kujitokeza katika vituo
vya huduma ili kuweza kuchunguzwa na kupatiwa matibabu kwa wakati na
Ushiriki mdogo wa watoa huduma kutoka sekta binafsi na mashirika yasiyo
ya kiserikali.

Serikali itaendelea kuchukua hatua za haraka na za makusudi ili
kukabiliana na changamoto hizi kwa lengo la kutokomeza TB nchini.
#
Tunawashukuru wadau wetu wa maendeleo kwa kutuunga mkono na kuboresha
huduma za Afya nchini zikiwemo huduma za TB. Wadau hawa ni pamoja na
Global Fund, USAID, CDC/PEPFAR, Shirika la Afya Duniani (WHO), Shirika
la UNITAID, Global Drug Facility (GDF) na wengine wengi wa hapa nchini
na nje pia.

nazishukuru asasi zisizo za serikali na sekta binafsi kwa kutuunga mkono

Taifa wa kudhibiti Kifua Kikuu na Ukoma Wizara ya Afya iliyofanyika jana katika ukumbi mdogo wa mikutano wa Bunge jijini Dodoma.
Semina hiyo iliyolenga kuwaelimisha Waheshimiwa wa Bunge walio katika kamati ya Afya na Huduma za Jamii, ili kuisaidia Serikali kupaza sauti juu ya masuala ya Kifua Kikuu (TB) na kubadilisha mitazamo ya jamii juu ya ugonjwa huo.
Alisema kuwa tafiti nyingi zinaonesha kuwa karibia theluthi moja ya Watanzania tayari
wamepata maambukizo ya Kifua Kikuu na wanaishi na vimelea mwilini mwao hivyo kuwakumbusha kuwakumbusha TB inatibika na kupona kabisa, dawa
zake zinatolewa bure na zinapatikana sehemu zote nchini katika vituo
vya Umma na Binafsi.

Purpose:
The
National Laboratory Director is the head of the NHL-QATC and expected provide
strategic leadership and oversight to the implementation and management of the
core functions at NHL_QATC to ensure adherence to the National policies and the
National Health Laboratory Strategic Plan (NHLSP). Working closely with
MOHCDGEC, CDC and other Lab Partners she/he will link and coordinate all the
Lab Support Program related to NH-QATC, ensure timely and cost-effective of
activity implementation, reporting of activities, and responsible for all the
Program related NHL-QATC deliverables. The Lab Director shall ensure
collaboration with regional and international partner in support of
organizational core functions.
Duties and
Responsibilities:
Leadership and Management.

Assist
and advice the Head of Diagnostic Services on technical matters pertaining to
the NHL-QATC and the national laboratory network services.
·
Develop
and oversee the implementation of a strategic plan for the NHL-QATC.
·
Direct
the planning, implementation and management of the NHL-QATC and ensure its
administrative and financial integrity and ability to achieve its goals and
objectives.

Oversee
the development of NHL-QATC annual plans including budgets and other resources
required for implementation.

Oversee
staff performance planning and supervise the Laboratory Manager, Training
Officer, Public Health Officer, Biomedical Engineer and Quality Officer.

Oversee

Develop
and maintain excellent relationship with the Department of Curative Services

Provide
update on the progress made, direction, approaches and success of NHL-QATC to

Position
Purpose:
The Program Implementation Coordinator
is expected to provide vision, direction, leadership, and management to ensure
the strategic, programmatic, technical and financial integrity of the program.
The PM will guide overall program administration, technical implementation, and
fiscal management and will be the primary point of contact (along with the
Business Official) with the funder in-country, MOH counterparts, local
government counterparts, and implementing partner institutions.
Duties and Responsibilities:

PMs and staff (Diagnostic, NACP, NTLP, NBTS, QI)- as per approved work plan and

Position)

Position Purpose:
The
Health Laboratory Scientist is expected to assist the HQAD in the coordination
of POCT – Site Certification activities. She/he will also coordinate the
activities of all POCT – Site Certification Stakeholders as well as providing a
linkage to the Health Laboratory Practitioners’ Council (HLPC) activities
related to Certification of Non Lab Testers. Also, she/he will work closely (in
a team spirit) with other staff in the Health Services Inspectorate and Quality
Assurance Section, which is under the HQAD in execution and coordination of the
POCT Non Lab Testers and Site certification activities.
Duties and Responsibilities:

Coordinate
assessment of POCT – Site Certification.
·
Keep
all data related to Site Auditors, Site Assessments, and Assessment Reports.

with the HLPC on various issues concerning Non-Laboratory Testers
Certification.

with all NGOs performing POCT – Site Certification.

through appropriate training of responsible personnel

Duties and Responsibilities

Coordinate the development of laboratory
training materials including standard operating procedures (SOP) for HIV/AIDS
treatment and care tests.
·
Oversee the training of trainers to for new
approved HIV/AIDS related laboratory diagnostics and coordinate their scale
towards improving HIV/AIDS treatment and care outcomes.
·
Build teams of laboratory experts to enhance
uptake of emerging HIV/AIDS technologies in the country.
·
Coordinate adaption and implementation of
laboratory information systems and data management initiatives that inform and
enhance HIV/AIDS services in the country.
·
Select, quantify, support procurement and
distribution of laboratory equipment, reagents and supplies as needed to ensure
uninterrupted patient centered HIV/AIDS services according to the national
HIV/AIDS treatment and care package in collaboration with Diagnostic Section

management systems to enhance highest quality possible laboratory services

evaluation and other administrative duties fall under the unit.
Duties
and Responsibilities
·
In
collaboration with NTLP, regional, district and partners develops and reviews
TB/HIV policy and guidelines for the
management of patients with TB HIV co-infection, including ICF and IPT; Conduct
follow-up visits to ensure adherence to the policy and guidelines; attend
meetings to discuss the same; and advise the NACP.
·
Participate
in the development and review of TB/HIV training packages; organize training of
health care workers on TB/HIV collaborative activities; Ensure regional,
district and partners are adhering to national training curriculum; Participate in the
quantification/forecasting of drugs for management of TB/HIV collaborative
activities.
·
Develop
short and long-term government and donor-funded operational plans on TB/HIV
collaborative activities; Implement approved operational plans on the TB/HIV
collaborative activities.
·
Develop
a feedback mechanism to ensure that approved reports of TB/HIV activities are
disseminated to lower levels of the health system and partners; Liaise with the
Epidemiology unit of the NACP to ensure that reports are produced on a timely
basis; Visit health facilities regularly as part of supportive supervision and
mentoring to ensure that the TB/HIV activities are conducted accordingly;
Coordinate supportive supervision and mentoring on TB/HIV collaborative
activities.

Develop
an assessment tool to assist in evaluating performance of the TB/HIV
collaborative activities in the region and districts; Evaluate the performance
of the system from time to time to ensure its efficiency and effectiveness;
Develop measures for improvement of the system in provision of TB/HIV services
in the health facilities.
·
Collect
and maintain important data and records related to TB/HIV services in the
health; Prepare detailed progress reports on TB/HIV collaborative activities
and submit them to the Head of the CTU and the Programme Manager.
Experience
and Qualifications:

Medical
Doctor with 3 - 5 years’ experience in HIV care and treatment including TB/HIV,
preferably with an MPH or equivalent
